Issues of immigration and movement of foreigners are very topical and generate lots of interest not only to State actors but equally to the international community. They generally think that encouraging the movement of persons across territories provides an opportunity for economies to be strengthened, improve ties between nations and enhance development. As far as the CEMAC sub-region is concerned, it has embraced this line of reasoning by enacting credible laws and putting in place strong institutions to encourage the movement of persons who can either be nationals of the contracting states or foreigners. In spite of these laws and institutional framework put in place foreigners regrettably continue to experience violations of fundamental rights relating to their status.
