Constructing Global Enemies asks how and why specific interpretations of international terrorism and drug abuse have become hegemonic at the global level. Looking at the language of policy and theory, the book compares efforts to counter terrorism at the international level from 1972 to 2009 with developments in international drug prohibition from 1961 to 1988. Focusing on the reproduction and transformation of hegemonic orders, the book investigates the conditions upon which the emergence of a stable consensus in international discourses on terrorism and drugs rests.
