Much of the current debates in the social servicedelivery have focused on the blurring boundariesbetween three sectors ? the nonprofit, business andpublic sector. Surprisingly no empirical researchhas been given to this phenomenon from macro andcomparative perspectives. The study aims to bridgethis knowledge gap by presenting the conceptual andmethodological model to link organization andstrategic management theory with network theory. Major findings uncovered by network analysis are; 1)Network structures are different according tospecific types of collaboration relationships. 2)When three sector organizations are participated inthe work referral network, the social service systememerges. Three sectors play a unique rolerespectively ? a sender for public agencies, aservice provider for businesses. As a major actor inthe social service field, nonprofits not only playthese two roles, but also play a coordinating orbroker role between three sectors. 3) When either ofthe business or public sector is introduced in thecollaboration network, new network structures replacethe network structure which is composed exclusivelyof nonprofits.
