Argues that the South African Truth and Reconciliation Commission cannot be interpreted without looking at the rise in HIV and AIDS during the Mbeki regime. The author looks at a fundamental contradiction of the modern nation-state, in which the concept of sovereignty and focus on health allows citizens of that nation to be overlooked.
