The OSCE and linguistic of national minorities. Contributions to integratiom policies in multiethnic societies

The massive presence of 'new minorities' – people and families of recent immigration – reveals that, in a multiethnic Europe, their integration needs further linguistic policies. International Law is the most appropriate instrument to provide balanced and accepted rules to be incorporated into the national legal systems. In particular, linguistic rights have found their major visibility in the Documents of the Organisation for Security and Cooperation in Europe concerning the protection of national minorities, thus offering flexible contributions to the solution of different situations. Such corpus iuris may also contribute to the making of a more universal catagory of Linguistic Human Rights.
